Takatsuki Citizen's Charter
(Promulgated on the 5th Dec. 1997)

Preface

The scenic spot of Settsu Ravines is situated in the north and it is embraced in the midst of the mountain ranges. And in the south, there is the Yodo River blessed with an abundance of nature, beautiful and tranquil surroundings. Numerous historical and valuable cultural artifacts and properties were left by our ancestors for us to appreciate. As a result Takatsuki is renowned for its rich and long history. We will strive to work towards a city, with excellent educational and social welfare system as stipulated in our charter. Our future generations will be proud of Takatsuki as their homeland.




Provisions

We, the citizens are aware and responsible for the self ‐governing of our city.

We aim to cultivate trust and love and to eliminate all forms of discrimination,upholding freedom and justice.

We aim to remove all aspects of environmental pollution and to develop a safe surrounding. To create a green environment.

To keep fit and work with aspiration. Blissful families ensure a stable society.

City Emblem

Takatsuki's emblem embodied the emblems of Osaka and Kyoto. This emblem also signifies Takatsuki's wish to become a prosperous city. It also prides itself as partly responsible for the prosperity of these two neighboring cities.




City Tree    (Keyaki) Zelkova

Around 1390 A..D.,the Keyaki tree was known as "Tsuki no ki" , which means a strong tree. One such tree grew to a height of 60 meters providing a thick canopy making the day appeared like evening.




City Flower
   (Unohana) Deutzia

It is also known as 'Utsugi'.According to history records, these gregarios flowers were grown in Tamagawa no Sato (Saime District).In ancient times,it was one of the six most renowned Tamagawa in Japan.During the Heian Era poems and songs written were inspired by its surrounndings.

 Message

In the north of Takatsuki City, sit the spectacular Hokusetsu Mountains and towards the south, the rich and breathtaking flow of the Yodogawa River. In the middle of the war in 1943, on the first of January, Takatsuki was named the ninth city in Osaka Prefecture with a population of more than 30,000 people. It was a city covered with neat and graceful rural scenery, Later, housing sites were developed in various parts of the city as the population grew repidly in the 1960's. In 2003, with stronger emphasis on local autonomy and to provide goverment services at a level as close to the residents as possible Takatsuki was designated as the second Core City in Osaka Prefecture. Our population has excceded 350,000 people and it is a fast developing city in Osaka
The City's vision in the 21st century, the theme of the fourth Takatsuki Master Plan for our city Planning and construction, is  
“Conpassionate・Water & Green Living・A Cultured City.” We aim to achieve health, happiness, creativity, humanity as well as a city with distinctive qualities.
This booklet is published to give an introduction of Takatsuki City. We seek your understanding in the City Administration. Your warm support in the future progress of our city is deeply appreciated.
